In 2013, George, Miles, & Buhr (GMB) provided Engineering and Design Services for the City of Lewes and the Lewes Board of Public Works (BPW) for the Madison Avenue, Railroad Avenue, and Monroe Avenue, Rehabilitation project. The purpose of the project was to address the deteriorating condition of the Madison Avenue, Railroad Avenue, & Monroe Avenue infrastructure including restoration of the pavement, sidewalks, aging water, sanitary sewer, and storm drainage infrastructure – thereby extending the life expectancy of these systems. In addition, the project upgraded the Monroe Avenue/Railroad Avenue intersection and the Monroe Avenue railroad crossing in advance of the planned new Lewes Library and “Rails to Trails” trailhead facility. Specifically, the project completed the following items:
- Re-built all streets for a 15-20 year life expectancy
- Maintained 2-way traffic on Madison Avenue and parking on both sides of the street – an important goal identified early on with the project stakeholders
- Maintained 2- way traffic on Railroad Avenue and parking on one side of the street as agreed upon the project stakeholders
- Upgraded the Railroad/Monroe intersection and improved both underground and above-ground infrastructure on Monroe Avenue to a location past the DE Coast Line Railroad tracks
- New 4-foot wide sidewalk meeting ADA requirements on all streets
- New 4-inch high curb and gutter on all streets
- New ADA-accessible sidewalk ramps and thermoplastic crosswalks
- Replace existing 8-inch terracotta clay sewer pipe with 8-inch PVC including new concrete manholes w/watertight inserts, and 6-inch PVC house service systems
- New 4-inch force main on Monroe Avenue bored under the railroad tracks and re-connected to the existing gravity collection system at the Monroe/Railroad intersection
- New stormwater drainage system connected to the existing system at Kings Highway
- New 6-inch PVC water main to replace aging cast iron water mains; including new house water service systems
- Install new electrical conduit and risers for future period streetlight installation
- Coordinate natural gas distribution system installation with the City and Chesapeake Utilities to serve the homes on Madison Avenue, Railroad Avenue and the adjacent Jefferson Court development
