Mr. Foxwell joined the firm in May of 1988. He previously served as the West Region Director of Operations and Group Leader of Municipal/Civil Engineering in the Baltimore office. He has experience in the planning, design, and construction administration of water and wastewater projects for public and private clients in the mid-Atlantic region. His work has included feasibility studies, preliminary engineering reports, site development planning, facilities planning, cost effectiveness studies, design development reports, preparation of plans and specifications, knowledge of permitting requirements, and general coordination of engineering projects. Mr. Foxwell is experienced in hydraulic modeling and analysis of water distribution systems. He is also experienced with analysis and hydraulic modeling of wastewater collection systems. Mr. Foxwell has some extensive experience managing projects with modeling requirements. He has been involved with modeling of water systems using KYPIPE. He understands the complexity of coordinating designs involving water towers, booster pump stations, and water transmission mains. Mr. Foxwell has six (6) years experience with sanitary sewer projects within Baltimore City. He has an excellent knowledge of the City and with obstacles associated with difficult City streets.
Mr. Foxwell has a Bachelor of Science degree in Civil Engineering from Old Dominion University.
